Bruce Liggett, Director of the Maricopa County Human Services Department

Bruce Liggett has over 40 years of experience in human services including providing direct services, developing and administering programs, and advocacy. Since August 2013, Bruce has been the Director of the Maricopa County Human Services Department which includes Head Start and Early Head Start, Community Action, Senior and Adult Case Management, Workforce Development, and Housing and Community Development.

He began his career working with incarcerated juvenile offenders and children and adults with developmental disabilities in residential facilities. Bruce managed State administered early intervention, vocational, residential, and professional support services for persons with developmental disabilities in Maricopa County and rural counties.

He developed the first Policy, Planning and Evaluation office in the Arizona Department of Economic Security (DES), the State’s largest human services agency. He coordinated planning with counties, state agencies, and the legislature for establishment of the Arizona’s Title XIX long term care system for the elderly and persons with disabilities. 

Bruce created the Arizona Child Care Administration in DES, and as administrator for 7 years, he significantly increased the number of children served, payment rates, and funded the state’s first quality improvement grants. He was the early care and education advocate for Children’s Action Alliance and managed Success by 6 and developed the Smart Beginnings project. 

Bruce returned as the Deputy Director of DES and was responsible for public assistance, welfare to work programs (JOBS), food stamps (SNAP), medical eligibility (AHCCCS),employment services including WIA, unemployment insurance, child support enforcement, vocational rehabilitation, and child care. He was actively involved in the State’s welfare reform planning and implementation. 

Most recently, Bruce represented private licensed proprietary and non-profit centers service infants, toddlers, preschool, and school age children as the Arizona Child Care Association Executive Director for 10 years. 

Bruce makes numerous presentations throughout the state and nationally, has authored opinion articles, and is sought after by media for his perspective on human service issues. He has testified before a U.S. Senate, Labor and Human Resources Sub Committee on Children and Families. 

Bruce is the past Chair of Protecting Arizona’s Family Coalition (PAFCO Advocacy). He received his Master’s Degree in Social Work from Arizona State University.
